My budgies(2) only come to my hand if it has food and if it is their cage they won’t come out of their cage I keep it open from morning till night but still no coming out(they are active inside the cage)

Maybe you have a large cage, maybe they do not want outside because they don’t have a place where they can feel safe. Try making or get a Budgie playground, that is their best place where they can rest and spend the time outside the cage.
